Creating attractive, safe, well-functioning spaces under the viaduct must be given equal or greater attention as programming for the viaduct. Being under or next to the viaduct must all add to the user's appreciation of the urban environment. Within the single linear space, that is the viaduct, the visitor should enjoy a variety of environment, Openness views, density of surrounding development, and landscape design should vary in subtle and dramatic ways.

In order to construct the best possible design for the area under the viaduct, this study set out to concentrate attention on the most feasible feature scenarios and those that offer the greatest possible long-term benefit to the greatest number of people.
